Water-filled or concrete barrier?
Short answer
Permanent protection calls for concrete, temporary arrangement for water-filled. The real distinction, though, is that the temporary classes T1–T3 cannot carry a CE mark.
EN 1317-2 separates barriers by containment class. T classes are for temporary use and N/H/L for permanent use (the CE scope detail is verified in the full standard text). On site, separate the job first: route definition alone is what a plastic barrier does; where VEHICLE CONTAINMENT is required a tested class is chosen, and the wrong one for a motorway divider.
On the logistics side the difference is starker. A water-filled barrier ships empty and fills on site, so the container is limited by volume rather than weight. Concrete means several times the freight for the same run, plus a crane.
One question settles the purchase: which class is the product, and under which test report? “Complies with EN 1317” on its own says nothing; the class says everything.
The decision is usually made in transport. A concrete barrier needs a crane, a low-loader and a large crew because of its weight. A water-filled barrier travels empty and is filled on site, so the crew shrinks and the time falls.
The level of protection is a separate matter. In fast traffic the job of restraining a vehicle belongs to systems whose impact performance has been measured. In most layouts the job of a water-filled barrier is to divide and guide; the two are not interchangeable.
Climate enters the choice as well. Where it freezes, water ballast stresses the body, so sand is used or the barrier is emptied before winter. A concrete barrier does not have that problem but still needs plant to move it.
The total cost has three parts: product, freight and installation. A concrete barrier comes out expensive on all three — it is heavy to produce, needs a crane and a low-loader to move, and eats crew and time to set. A water-filled barrier with a plastic-based composite body is cheaper on all three, and its real strength is repeat use: drain, move, set up again — the same body relocates as often as the need changes. That is why the gap widens so much on short-lived, frequently changing layouts.
The specification carries the duration of the layout and the traffic speed. Short-lived, frequently changing layouts take a water-filled barrier while permanent, fast traffic needs a measured system. Without those two conditions the choice cannot be discussed.
The commonest mistake is confusing the job of dividing with the job of restraining. A dividing barrier guides traffic while a restraint system holds a vehicle. Asking for both in one line delivers a product that does neither fully.
The questions for a supplier are the empty and filled weights and the ballast volume. Without those three neither transport nor installation can be planned, and numbers missing from the quotation become surprises on site.
Storage enters the decision as well. An empty barrier stacks and takes little room. A concrete barrier occupies the same area out of season and still needs plant to move it.
